In 1991, after PhD/Post-Doc in Microbial Genetics (Darmstadt DE, Norwich UK, Osnabrueck DE) JS became scientific officer for international relations, information and results management at the DLR-Project Management Team for the German Research Ministry (BMBF).

From 1992 on, he established and headed the German National Contact Point for European Research Framework Programs (EU Office of BMBF) on researchers' mobility, socio-economics and international cooperation and became advisor to the BMBF on European FPs.

In 1999, JS was chosen Managing Director of the Leibniz Association (WGL), one of the four major German research organizations. In 2003, he changed to the German Research Foundation (DFG), first as Head of Division for Young Researchers, from 2006 on as Head of International Affairs
